Steven C. Francis, age 52, co-founded AMN Healthcare Services, Inc. (NYSE:AHS) with his wife,
Gayle Francis, in 1985 and serves as Chairman of the Board of Directors and as a member of the company’s
Executive Committee. AMN Healthcare has grown to be the nation’s largest healthcare staffing firm
with projected revenues of over one billion dollars for fiscal year 2007. Steven has been a
director of AMN Healthcare since 1985, and served as the company’s Chief Executive Officer
until May 2005.
Steven is the Founder and Chairman of the San Diego Institute for Policy Research (SDI), a
non-partisan organization established in 2006 that formulates and promotes high quality economic
policy and public opinion research so as to improve the efficiency and effectiveness of local
governments in San Diego County and to improve the quality of life enjoyed by the region’s
citizens. SDI publishes economic bulletins and white papers, conducts public opinion and policy
research and hosts a Speaker’s Forum in support of its mission. Steven is a frequent speaker
addressing issues of pressing concern facing the San Diego region. He writes editorials on o
ccasion for the San Diego Union Tribune and is a weekly columnist featured in the
San Diego Daily Transcript.
Steven served in the Nevada State Assembly from 1983 to 1987, and was elected as the Majority
Leader in 1985, at age 30. He served as the Majority Leader until 1987. In 2005, Steven
ran for Mayor of the City of San Diego during a special election. He ran on a platform of
fiscally conservative government and came in third out of 12 candidates, garnering 23.5% of the
vote. A strong believer in fiscally conservative government and free-market enterprise,
Steven continues to be involved in political organizations, currently serving as board member and
Finance Chairman for the California State Republican Party, Vice-Chairman of the Lincoln Club of
San Diego County and as a member of Board of Directors of the San Diego Chapter of the
New Majority.
Steven also serves as a board member of various business and non-profit/charitable organizations,
including the San Diego Chamber of Commerce, UCSD Connect, and the San Diego Regional Economic
Development Corporation. He is Chairman of Father Joe’s Villages, one of the nation’s premier
organizations which provides transitional housing for families, single men and women, rehabilitative
services for the homeless, housing for low-income individuals and residential and educational services
for homeless teens. In addition, he is a member of the Board of Directors for the San Diego
YMCA. Steven is also a member of the Advisory Board for Challenger Capital Group, a
private equity and investment banking company.
Steven is being honored in 2007 as “Father of the Year” by the American Diabetes Association/San
Diego Father’s Day Council and as Patriot of the Year by the Boy Scouts of America/San
Diego-Imperial Council.
Steven was born in Phoenix, Arizona, and earned a B.S. degree from the University of Nevada,
Las Vegas. He and his wife Gayle reside in San Diego and have two children.
